Government Financial Assistance Schemes


The Student Finance Office (SFO) provides two financial assistance schemes, namely Financial Assistance Scheme for Post-secondary students (FASP) and Non-means-tested Loan Scheme for Post-secondary Students (NLSPS), to our local needy full-time students in 2017/18 academic year.

According to the notice from Student Finance Office, Working Family and Student Financial Assistance Agency, HKSAR, a new online application system for the Financial Assistance Scheme Post-secondary Student (FASP) and Non-means-tested Loan Scheme for Post-secondary Students (NLSPS) would be launched for the upcoming academic year, 2017/2018.

Please noted that all students are required to apply the scheme via the online application system and no hardcopy of application form would be accepted. You may apply both schemes. The submission of the supporting documents would be revised as below

Course Code

For HSMC students, there are 2 types of course coding sheet. Details are as below.

Important Notes:

1.  Students who applied for the above schemes in the 2016/17 Academic Year and wish to receive financial assistance in the 2017/18 Academic Year (the upcoming academic year), have to apply for it again.


2.   For LATE APPLICATION: Applications submitted to the SAO on or after Jan 2018 are considered as the late submission. As required by the SFO, an explanation letter detailing the reason for the delay should be submitted to the SAO for verification before submitting the application directly to the SFO for consideration. Applicants have to get the form the SFO and bring the completed application form and all the supporting documents to the SAO.


3.    For LATE APPLICATION: With effect from 1 September 2015, it takes 14 days to endorse late applications. Late applicants have to collect their endorsed application forms within the collection period (i.e. within 14 days after the collection date). SAO would discard the unclaimed application form after the collection period.


4.   Tertiary Student Finance Scheme - Publicly-funded Programmes (TSFS) and Non-means-tested Loan Scheme for Full-time Tertiary Students (NLSFT) is not applicable to HSMC students.


Students are advised to take note of the interest calculation and repayment arrangement of the two schemes and plan ahead.
